MHO containers are advertised as being able to hold oil, so Rem Oil should be ok. Hoppe's No. 9 is a solvent containing Ethanol, Kerosine, Oleic Acid, Amyl Acetate, and Ammonium Hydroxide. MHO containers are advertised as being used with alcohol and oil. It's worth an experiment to see if the containers will hold Hoppe's No. 9.

Do these bottles need to be cleaned before putting hand sanitizer in?

No and I’m pretty sure that the hand sanitizer would take care of anything.
